Motoring up and down the intercoastal does not a sailor make. There are no 'seas' on the intercoastal. Even if he popped a sail in the few places available where he lives it would not constitute sailing on the open seas.

And, for your information, I teach sailing and have sailed for over 40 years.

Pretty hard to get sailing skills without actually experiencing sailing and understanding how the rig and boat works, but I guess it is possible.
